This is the dumbest, damned thing. Maybe 12 or so enemies show up standing on the walls at the end, you can't get up there to fight them, and since I'm a warrior, I have one ability to attack them that does 1-2% damage with a six-second cooldown. However, after multiple attempts at finishing, I realized that if you just stand there for about five minutes or so the quest does eventually progress. So be patient and embrace the bugs!

Confirmed that Garrison level 3 is the cause of this problem. It's a level 90 quest at the beginning of the Garrison chain, so you would normally have a lower Garrison when you get this quest.
It's being worked on for a fix anyhow.

Description
Your timing could not have been better. Your scouts have reported the approach of a large Thunderlord army. My clan can ride out and assist in severing their reinforcements, but you will need to see to the defense of your fort against the bulk of their forces. Sergeant Grimjaw awaits your command.
