2. Kota camp have second version of quests, they start from the other side of the mountain.

Seems like since patch with N'Zoth assaults to do this quest you have to finish Mogu at the Gates quest chain to be able to see Ruqin Yaungols, otherwise you'll see 120 lvl calfs only.

For anyone wondering who doesn't know exactly where, it is located right in between the Yaungol Advance and One Keg. Not inside One Keg like I was thinking. On your minimap it will be called, The Grummel Bazar. Don't need to escort any of those Grummels. Hope this helps anyone who's still having trouble finding the quest.
