TheWoWDBWhat I failed to notice until I checked both versions of the quest on WoWHead (the alliance one and the "both" one) is that you can pick this quest up in two separate places - namely, Tuskarr areas in each of the two starting zones.
I was baffled as to why I couldn't pick this one up, until I looked in my log and realise I already had it from clearing Borean Tundra. ^_^

This quest can be given in two different areas.
If you received the quest in Howling Fjord, go to the dock in Kamagua at 23.5, 57.8. A giant turtle will come and take you to Moa'ki Harbor in Dragonblight.
If you received the quest in the Borean Tundra, then go to the dock in Kaskala at 79.0, 53.6.

If you are in Kaskala, look at your map and you will see a symbol to the east that looks exactly like the symbol above the name of Kaskala, that is Unu'pe and that is where the dock is.
