TheWoWDBYou have to stand there and listen to a looooooong exchange between him and Mayor Godfrey, the ghoul in the jail cell. Might as well go AFK and grab a soda if you've already watched someone else do it, since you need to wait until he's finished talking in order to get quest completion.

To get from the Commander (who gave you the quest) to the Inquisitor take the path that goes north from the Commander. At the next cross roads turn left. Enter the building on your left. From the entrance to the building (77.15, 46.13) head slightly left of straight in toward the open gate in the set of bars behind the image of Gloth. You will find stairs leading down.

Description
Take the book and follow the path leading up to the barracks. Once inside the barracks take the staircase down to the prison. At the prison you will find Inquisitor Hallard and our mayor, Godfrey. I believe Godfrey might be the missing piece of this puzzle and Hallard the man to put it all together. Go now!
