Upgrades in Ashran is a Horde-only quest for level 15-40 in Warspear. It rewards 1,350 experience and money.
You got some construction guides or assembly notes on ya? Oh man that's good news!
I know this guy in Ashran, goes by Torgg Flexington. He's got finished blueprints we need!
Go talk to this guy and bring back some good stuff for us to build, ok?

This is the breadcrumb quest that takes you to Ashran to purchase blueprints for level 2 garrison buildings from Torgg Flexington. He stands on a barrel just behind where you land on the flight path.
I think the only prerequisite for this is to have a level 2 town hall, not sure, but it's not just level 15
