You need to do the following before you can get this quest:

from [storyline=743] storyline
A Dying World
The Heart of Azeroth
Infusing the Heart

from [storyline=589] storyline
Battle for Azeroth: Tides of War
The Nation of Kul Tiras
A Nation Divided

You also need to have a minimum of Friendly reputation with the factions of Kul Tiras
Uniting Kul Tiras

(You may need to zone out and back in to see the quest after doing the above quest)
You should now have:
Send the Fleet

And that zones you to Tide's Fall, and on finishing it, you have access to this quest. Enjoy!

Where to go

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

We've lost the bulk of our forces already; any more and we won't have enough to make a stand. This wreckage won't keep the naga at bay, so we must find safety elsewhere. You will have to trust me here, <name>. Leap off the falls and you will descend safely.
