Fate-Twister Seress offers four (4) ways to obtain your three (3) Seal of Tempered Fate per week to be used for bonus rolls during raids. Some follower missions in your garrison also reward seals and currently don't appear to count against your weekly total.
The cost per seal increases each time you repeat a quest that uses the same currency. Please note that the costs have been fluctuating in the beta build to build; I'll keep this updated to reflect the changes.

I found this NPC today and not on the location Wowhead is telling me.
I found him on > 51.8, 61.4
Wich is next to the Apexis Traders and the Auction house in Ashran.

For the love of god take them, I have nothing else I can spend them on fast enough to stop capping constantly since I rerolled all my followers to my satisfaction.

Description

Four times the cost of the first, but only one seal. Remember, I still offer more efficient options, but I never refuse someone who is insistent on paying me more. I leave you the choice. Remember, you can only obtain three seals per week. This counts as one of those three. Next week, I may have others.
