Is this quest bugged? I finished the quest "A True Naval Commander" but this quest hasn't appeared yet...
To be clear this quest once completed gives you 2 more ship slots and the submarine plans. The follow up is for the carrier.

Description
You have been doing a great job out there commander. However, we are going to need more experience and resources to upgrade this shipyard. Once we reach our goals, we can upgrade the capacity of the shipyard to hold more ships!
