TheWoWDBIf it doesn't give credit for acquiring a veteran item, do not upgrade it yet. Abandon the quest, and accept it again. Then it will give you credit for the item and you can safely upgrade it.

Might be bugged. I have (2) veteran items. Upgraded each, cant get the "Acquire a Veteran track item" to trigger.
FIXED!
I abandoned the quest.
Then I retook the quest.
Then I immediately upgraded a piece of Veteran gear I already had on me. (cost 20 now, but already had that from 2 other Prey Hard quests)
Then it immediately completed and moved onto the transmutation trade-in quest.
All better now.

Description
We have only just begun to scratch the surface of how powerful your gear can become! However, every piece of equipment has a limit to how much it can be upgraded. The more powerful an item is at its baseline, the more powerful it will become as we upgrade it. An item's upgrade track determines which crests we must use to upgrade it. Bring me a piece of Veteran equipment this time along with some Veteran Dawncrests. Just like before, Cuzolth will help you upgrade the item using those crests.
