I had trouble turning in this quest after it was done. Tried everything from reloading to relogging to disabling addons, etc. FInally what did it was leaving the building and coming back.

"Didn't they both die very violently?"
"Well we are going to help. <Adventurer who killed them both, very violently, on a weekly basis for the remainder of the raid tier>, recover their essences."
Sure, Azuregos, that'll bring them plenty of piece of mind. Also, I killed you on a regular basis back in vanilla, so dial back the snark a little.
Can confirm worked for me. Some kinda bug seems like with his dialogue box somehow staying up. Once you leave his NPC 'chat range', you may hear him say goodbye. Thats your cue to turn around n talk again. Didnt even have to completely leave the building.

Description
The barrier is weakening, thanks to your aid. In a moment it will be broken down. Our main priority is recovering Malygos and Sindragosa's essences. Something has gone very wrong with laying them to rest. There are a few theories I have regarding their current state. We can speak about it as we enter. Let me know when you are ready.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Memories of Old
Three incredibly powerful memories have formed throughout the Veiled Ossuary. Soon their energy will be so vast that they will be able to create their own arcane constructs... thus overwhelming this place. Take them down, so we can weaken this barrier and reach Malygos and Sindragosa's essences!
After this quest
Taken from the storyline's own step order.
- Swiftly to the Archives
I can hear the pained cries of rage and agony from these essences. I suspect this was triggered after attempting to put them to rest. They were dormant for a time, but the combined rage of both Malygos and Sindragosa merged together to create this phenomenon.
