The Underbelly entrance is near the Krasus' Landing
Go down and take the turn left when you see [npc=97359] (the first left turn you can make)
Then after the stairs turn left 1 more time.
You will see a goblin [npc=96347] under the stairs, near purple pool/way 58.9, 46.7 The Underbelly entrance

OK. So here's what I discovered (at least as a Warlock). If you have started the quest for a secondary artifact, the Underbelly will be phased and you will not see any other players or NPC's in the "Arena" area, except for perhaps Calydus. You can drop the secondary quest and it won't matter, you'll still be phased. Same if you grab the quest again.
The only way I've found around this is to actually complete the questline for your secondary artifact and...voila, the phasing is gone, you can see other players and the NPC goblin.
If you're like me you went up the steps and looked in the corner for Fitz with no luck. He's actually under the stairs standing in a lighted bluish circle.

Description
Linzy said that Lyndras escaped down into the sewers of Dalaran. Surely there must be a clue down there as to his whereabouts. Hopefully he hasn't caused any more commotion amongst the citizens of Dalaran.
