I had a similar problem. I went looking for this quest chain cuz i wanted the gloves for my hunter as the end reward. I went straight there and no quests were available to me. I looked here and didnt see any replies so i went looking. I decided to go back to org and do the Warchief's Command: Thousand Needles!
. At this point i tried to see if it opened up yet and it still hadn't. So I went back and did To the Summit . (availabl from the same NPC u turened the previous quest in to. After doing that one Two if by boat opened up (Thousand needles version) Upon completion of this quest Where's Synge? Finally becomes available! It sounds time comsuming but all it really is, is travel time and killing 7 mobs. Hope this helps future seekers.

Step-by-step: You can skip prereqs and start with The Grimtotem are Coming, once on barge, follow the questline there (also have to complete In the Outhouse while you're doing Down in the Deeps, and Bar Fight! anytime). After the "Circle the wagons" quests in the automated boat, Where's Synge will open up, allowing access to yer twink loot. Approx. 30 minutes from beginning to end of Synge quests. Happy hunting! (Since MoP 5.3)

Hey, {name}, you haven't seen our gunsmith, Synge, have you? I just know that the pirates captured him! He said that he was going to try to sell them some rifles, or something. Would you please look for him up at the Southsea Holdfast to the east? I'll bet that no-good gnome he's always traveling with, Wizzle Brassbolts, got him into trouble!
