As of November 20, 2024:

Weekly Timewalking quests now require level 30 to drop item rewards.

• Developers’ notes: Players from level 10-29 are still able to engage with Timewalking, however, we do not want to incentivize creating a character for one run and then deleting the character.

Warbands and streamlining have changed the reward structure for timewalking items.
ALL of the timewalking weekly quest drops SHOULD be a 100% drop on the last boss of your first timewalking dungeon of the week, per character.
It is worth noting that there have been drop bugs reported. If you experience this, report it using the in-game tool so that the devs can fix it.
Minimum Level to get quest items dropped: 30
First completion on account/warband per week: 500 [currency=1166]
Second and subsequent completion on account/warband per week: 200 [currency=1166]

You no longer recieve 500 [currency=1166] per character.
Rather, 500 [currency=1166] for 1st completion on warband/account and 200 [currency=1166] for any completions after that.
How this works cross-faction has not been made 100% clear.

This one is weird because it seems that some people may be able to loot it as low as level 10.
It is possible that characters created prior to the change may have been grandfathered in to the level 10 drop requirement by accident or on purpose.
It is best to assume this will eventually follow the level 30 rule.
