If you're trying to get this breadcrumb quest to show up before continuing on to A Mysterious Warning, leave Dalaran and relog. The quest popped up for me upon loading back in.
Is this able to be completed yet?
The TWW quests cannot be shared and you cannot pick them up even in party sync. However, while in party sync, Khadgar will offer you to skip the TWW introduction (we were just before The Bronzebeard Family quest). This will mark this breadcrumb as completed.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Well, that was quite the nap. I wasn't expecting Azeroth to be so... loud. To normal folk, she's gently calling out. But with our connection, it felt like she was screaming. Directly into my crystal noggin. I saw it though. Khaz Algar, an island of earthen, bathed in fire and smoke.
Taken from the storyline's own step order.
Magni's vision foretells that Khaz Algar may be enduring some... turbulent times. And so it is best to ensure that Dalaran is ready for the worst. Here, take this wand. It's been attuned with Dalaran's defense magics. Just wave it near strategic parts of the city to strengthen our magical defenses.
Visions of Azeroth has 16 steps, from The War Within to Adventuring in Khaz Algar.
Maps its steps are placed on (steps per map): Dalaran (5), Dalaran (3), Silithus (2), Chamber of Heart (2).
