Just confirmed it to not be working, sent a ticket to blizz, but probably won't get a reply before I out level the quest :( Update: Fixed it by running out and closing then re-opening WoW, after that I could hand in the quest :)
You can tell if the restart took. Mouse over the "?" of the quest. If it says "Unknown", you can't complete. If it is a named character (Weezil Slipshadow), you are good to go.

Description
Sabotage! It had to be. The whole fortress magazine exploded. The Horde must've gotten someone inside... {class}, if you've the stones to rush into that burning nightmare... look for some clues as to who did this to us. The General will want to know! Look for a Horde corpse in the wreckage and get to the bottom of this disaster...
