As for this quest - After you gather 10 Starlight Rose, turn in the quest to Thalyssra - she will then reward you with a stack of 10 seeds then I flew to cords 28, 29 and found a large patch of fertile soil to plant the seeds. 1 seed per fertile soil. Will spawn a Withered Hungerer so you could be fighting a few mobs if you plant and herb all at once.
