Even though the quest marker on the map shows quest starts at the Incontinental Hotel, the quest actually starts in (39.7, 79.0).
You may need to turn in the campaign quest (up through Breaking the Shackles) for this to be available.
I found the starting quest on a poster on the side of the hotel.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Taken from the storyline's own step order.
We got a report here of some big, radioactive rat that was chased into a nearby sewer. Not only is it highly aggressive, it's terrible for the environment. Hey, don't look at me like that. Us Underminers care about that stuff even if the big cartels don't.
G.E.T.A. has 4 steps, from Working for G.E.T.A. to G.E.T.A. The Captain.
Maps its steps are placed on (steps per map): Undermine (4).
