TheWoWDBYou can turn in this quest in the lvl110+ phased zone of Silithus (the one with Sargeras' sword). You don't have to talk to Zidormi to go back in time, and there should be a portal to Silithus in Dazar'alor for Horde and Boralus for Alliance. You need to turn in this quest to get credit for Tell Me A Tale.

The Many-Eyed Goat seems to reference the "goat with seven eyes that watches from outside" that the Puzzle Box of Yogg Saron mentions occasionally. This could also be linked to Baa'l, the demonic goat companion pet being added. All of this is purely speculative, however. We'll see how this plays out when it makes it to live.
Since nobody's talking about how to get this quest item, it's a rare drop chance from any island with Old God enemies present. You are sometimes guaranteed to find Old God minions on one of the three islands available in a given week as they can be the primary invaders of two of the possible islands. If you want to farm this quest item, weeks that they are the primary invader in one of them are the best for doing so.

Description
<The tendril writhes and pulsates in your hand as your mind is assailed by all manner of vicious thoughts. One vision in particular surfaces in your mind again and again. In your mind's eye, you picture a many-eyed goat laying in a pool of black water. As you approach, its eyes burst open, and in an instant you find yourself looking upward at the goat from deep within the puddle. As you sink into the icy darkness, everything goes black. You pocket the mass and shake the thoughts from your head.
