Currently bugged, only one person at a time can battle Jammer, and his respawn time is kinda long, 15+ minutes. I'd suggest to do some realm hopping while this get fixed.
Edit: Apparently got fixed!
I've never seen Jammer at all, upset or not. Was probably busy with "bug of the day" event...
