Eryna appears phased out during the Midnight pre-patch event. I could not find her to complete the quest.

Edit: Managed to get the NPC Eryna to spawn, flew into the Wetlands. Then came in from behind Grim Batrol over the top of the mountain. That seemed to do the trick. I have already done the quests that @galette said to do, but she still hasn't appeared. Will try some other tricks see if anything works.

<A partially-grown scale from a young twilight whelp. More and more twilight dragons are appearing once again. This seems suspicious. You should show the scale to Eryna above Grim Batol in the Wetlands, perhaps she has seen something recently.>
