Your Base, Your Choice is a Horde-only quest for level 15-40 in Gorgrond. It is step 8 of 8 in the Establish a Foothold storyline, the final step. The quest's turn-in marker is in Gorgrond at 46.1, 69.8. It rewards 5,450 experience and money. Completing it counts toward 1 achievement.

Description

You have already constructed an impressive garrison in Frostfire. I believe I should defer this next choice to you.

One region of Gorgrond is rich in resources. A lumber mill could help us make the most of them.

Another region harbors hardened gladiators. A sparring arena would help persuade them to fight for our cause.

Either path will strengthen us as we seek to find and weaken the Iron Horde.

Lumber Mill will let you recruit [follower=159] & [follower=211] (Kaz the Shrieker and Penny Clobberbottom) through quests
Sparring Arena will let you recruit [follower=176] & [follower=212] (Bruto & Spirit of Bony Xuk) through quests

There seems to be a lot of confusion pertaining to this choice. I've done both of them on two different toons so maybe this will help clarify:

First, this has nothing to do explicitly with your garrison. Which choice you make will affect your quest line, the followers you will be able to get and a buff you will get in the zone.

Both buffs were fine from my experience, I barely needed either while leveling though this may change at level 100. Some claim you need the flying ability from the shredder but I didn't see that.

The main difference I noticed was that there seemed to be more quests if you chose Sparring Arena and I thought the Arena quests were more interesting and a little bit more lore involved (Rexxar).

So it seems like if you want more quests and more XP you go the Sparring Arena route. If you want to get through the zone quicker choose Lumber.

Disclaimer: I didn't actually count the quests or the XP it just seemed like more on Arena side.
