TheWoWDBFound a way to complete the quest:
1. When you take the quest from the journal go to Light's Breach (a bit east of Ebon Watch). There you will have 4 quests, one of which will be "In Search of Answers". Pick them up.
2. Go to the Rageclaw area and complete "In Search of Answers". Pick up "Orders From Drakuru".
3. Go to Ebon Watch and complete "Zul'Drak" with the scroll you got from "Orders From Drakuru". Abandon "Orders From Drakuru".
4. Pick "Orders From Drakuru" up again from the Rageclaw area and turn it in at Light's Breach. Continue questing as normal.Hope this helps :)

This quest from the revamped Adventure Guide does not give the item needed to complete it so using it to start the Zul'Drak quest line is not possible as of 6/28/15. I searched online and found 3 quests that send you there, 1 for each faction and a neutral quest. I chose to take the Neutral quest. For this, you will have to do a quick "kill some stuff" quest before Crusader Valus gives the quest "Into the Breach!".
Horde: Shiftin' Priorities - Scout Vor'takh at Camp Onequah in Grizzly Hills
Alliance: Reallocating Resources - Gryan Stoutmantle at Westfall Brigade Encampment in Grizzly Hills
Neutral: Into the Breach! - Crusader Valus at Light's Trust in Dragonblight
The solution for the issue of not having the item is to abandom this quest and take the "right" quest The Ebon Watch and then you'll have the item and the proper quest to continue the quest line.

Our death knight allies in Zul'Drak are in need of heroes to aid them in securing the troll lands from the Scourge. Those willing to aid should travel to the southwestern camp of Ebon Watch and speak with Stefan Vadu there.
