Quest Helper is currently locating Stefan Vadu at the wrong spot. If you look at his NPC location on wowhead it's the further most west one.

Edit: It seems Quest Helper just searches for the closest NPC of that name so it was incorrectly leading me.

Actually, i found i went to the Northmost area first, and he was sitting there on his flyer. Obviously he doesn't have a flyer at Ebon, so we're trusting that its a double up. But i missed the opportunity to turn it in cause of mobs bombarding me, so he flew off. But i wouldnt encourage the idea of heading to the northmost area, because hes only there for a VERY breif time. EDIT: Well it turns out that after you finish the last quest in the chain, you turn that into him while he's on his flyer. He will stay like that until you turn it in. If you ever see him down there, it is most probably
