Apparently this scenario was bugged.
Blizzard has stated in their latest patch notes that this will be fixed 03. october 2012.
- All players that slay Warbringer Qobi are now properly awarded the Brewmoon Festival achievement.

Set the grummie's mines up where the bodies from the last waves piled up.
Put three or so in a loose triangle around each body pile.
All ten need to be set up to continue the scenario. You get a big drop mine button in the middles of your screen while carrying one.
Scenario is now working as of Oct 19, 2012.
