A macro to check your progress (I've taken it from Zhern's comment so credit to them, condensed it, and added quest names):

The macro will show you how many times you have completed each wpvp quest.

Complete each of the following World PVP World Quests 20 times in Shadowlands below.

Since each of those WQs give 50 honor each, you will have acquired all of the Shadowlands Tour of duty achievements by the time you finish this achievement (50x20=1000)
I never play with Warmode on and I literally only just found out that these don't show up if you're not flagged and you can't even see if they're up if you're not in the right zone. I thought they would be like the legion world PvP quests where they just flag you for PvP when you get close.
