I had an experience where I killed a low level target in this area. I thought they wandered in a bad spot, but it turns out they were questing here. Additionally, they were Alliance. I am Alliance, so it confused me as to why I could target them for combat. This must be a free for all mode. Nevertheless, it did not count towards my quest completion.
