A fun little tip, if you keep Victory in Wintergrasp on you and do not turn it in, you can select an area of your liking to turn in it and get the appropriate "Tour of Duty" achie this way for free.

As of 8.3 you can get the Achievement within hours, complete the Quest Victory in Wintergrasp ( It rewards 1.500 Honor) 6 times with different 6 charaters and complete the quest in the zones you want the achievement since its auto complete. As rottenx51 says, you need to have WM on to do this.
I can confirm that both the mount and title are account-bound.
