Just head into the Runecarvers Room and while you are inside right click your legendary Recipe and you get the achievment.

To get the achievement just click on the legendary recipe as you stand next to him, you learn it and get the achievement, you don't need the quest or the items, think something changed.
Afterwards it shows up in your Powers tab in the adventure guide.

I didn't get the achievement immediately after unlocking a power, but I stood around and got credit for it a couple of minutes later.
