I was stuck at 149/150 and finally found what I was missing.
I had to kill:Darkfallen Bloodbearer in order to get
[item=34815], which unlocks a quest.This will then unlock 2 more quests.
Just a note - Coldarra quests DO count for this, even though they aren't labeled as Borean Tundra quests in your quest log.
