I'm stuck at 18/19, nobody give me quests in Cenarion Hold and in Horde Camp...I was at 18/19 when I logged in after 4.0.3a too... And then remember a quest that I didn't do before. It was True Believers, just another quest at another place from another guy, that wants you to hand in 10 Twilight Texts..
Not the normal hand-in quest, but a new hand in quest.He's located in a cave east of Hive'Regal. Just that one Q counts.. GL!
I finished this achievement really easy. Complete all Quests in Cenarion Hold. Check the Bronzebeard camp in southern Silithus (there's 2 quests there) and the cave Orthell's Hideout to the east of Hive'Regal (About 3 quests there). Completing all Quests you can find in these towns/camps should give you the Achievement. If not, farm bugs at Hive'Zora until you get "Brann Bronzebeard's Lost Letter" that gives you one more Quest.
By the way, the Cooking quests from the Innkeeper in Cenarion Hold does NOT count towards the Achievement, but they give some reputation with Cenarion Circle.
