I must be an idiot because as Horde, I had a hard time starting in the zone. I was only 2/40 in when I seriously started to my progression for the achievement. I saw a lot of guidance how to start the zone as alliance, but not much as Horde. Hope this helps for anyone who is facepalming yourself.
I looked ALL over the zone and swear I must have flown every inch for that golden "!" To start the quest as Horde, I got the quest "We're Here to do one thing, maybe two..." from Ashenvale. It took me into the zone to start my quest line.
