This is the Blizzon 2009 pet. As far as I know this is also offered up to those that buy the WebCast, a new stream that doesn't need a DirectTV subscription.
Also, as a touch of class, if someone pulls this pet out near the Vanilla WoW Classic edition Zergling pet, they dust off and get to to fightin'

It is mailed to all of your current characters, and to all characters created from then on (this applies to all accounts merged into a battle.net account, or just a single regular account). He does sound like the baby murloc, but it sounds muffled to emulate the sound of him being in a helmet.
