TheWoWDBIf you're looking for the housing decor item, commenters on that page have stated it is only available on a dark iron dwarf toon & purchased from the Plugger Spazzring found in their starting zone, *NOT* from the version of him found in the dungeon. I went to the dungeon & it was not for sale in his inventory. However it is also apparently a limited item w/a respawn timer, so I waited around hoping they were wrong, but it did not appear, at least while I was there.

Plugger Spazzring is a leper gnome warlock first seen as a boss in the massive [zone=1584] dungeon. (Here's that NPC: [npc=9499].) This particular version of Plugger Spazzring is a vendor and innkeeper -- (yes, Dark Iron Dwarves can set their hearthstones there) -- in the Dark Iron Dwarf allied race starting zone. It's a bit of a hike because it's all indoors (so no mounts -- it took me about a minute to walk to him without using movement speed abilities). To reach him, first you have to get back to Shadowforge City, so either (a) take the [npc=144181] located next to the Stormwind Embassy, or (b) use your racial ability Mole Machine, click on the mole machine, select Eastern Kingdoms, and then Shadowforge City. From there, follow the ramps up through the Hall of Crafting to the upper area of Shadowforge City (overlooking the Black Anvil). Then, make your way counter-clockwise around to the Grim Guzzler. If you have innkeepers enabled on your minimap, you will eventually see him on the minimap; that will lead you straight to him.
