TheWoWDBThis quest would be unavailable while your character is level 57 or higer, tested by my little mage today.
When my character was level 56, this quest was there, right on the board. But after I turned into another quest to a NPC next to the board and reached to level 57, this quest was gone.
I guess maybe this quest is just like other "Hero's Call" quests, have a maximum limit level to accept the quest.

Was able to pick this up at 45 after the level squish, not sure what the minimum is now.
As of BFA, there is still a level 56 cap as with most adventure boards. This is unfortunate if you want to complete all quests in-game.

Description
King Anduin Wrynn has requested that any able-bodied adventurer head to Blackrock Depths, northwest of Morgan's Vigil, immediately! The Dark Iron dwarves pose a serious threat to the citizens of Redridge! If you so choose, head to Blackrock Depths and speak with Morgan, who has returned from her extended absence and wishes to enact her vengeance on the Dark Iron nation.

The smoldering Blackrock Depths are home to the Dark Iron dwarves and their emperor, Dagran Thaurissan. Like his predecessors, he serves under the iron rule of Ragnaros the Firelord, a merciless being summoned into the world centuries ago.
