The problem with this rare is that he's right on the border between Suramar and Azsuna. If you fight him on the hill and move around a bit, you'll cross between the zones, which causes him to despawn and respawn over and over again (probably related to the CRZ technology). The wave makes it even harder since it'll knock you back.
For an easy time, simply pick a side to fight him on, and pull him back. I brought him to the nearby beach on Suramar side and had no issues at all.

Tideclaw kept despawning on me after about 30 seconds. He reset whether I was right on top of him, at the other end of the platform, or in the water. He would immediately respawn after despawning.
If you're fast enough, you can kill him. As a 828 Shadow Priest (as of this post), it took me a few tries to finally bring him down before he reset, and his loot was awarded to me automatically instead of having to loot the corpse, which immediately disappeared.

Level and Map Tracking
The game data tunes Tideclaw for level 45, Legion content.
The map marks it with vignette 1,510, which the client hides once hidden tracking quest 43542 is complete. In game, /run print(C_QuestLog.IsQuestFlaggedCompleted(43542)) prints true when that quest is flagged for your character.
