TheWoWDBI went to ~39, 23.5 - the regular elements are here, but also the 3 packs of baby flames are here and easy to kill. The drop rate seemed fine as long you kill the wee ones.

doingtrying to do the quest around 34, 38 (one of the smaller marked areas), I was one-shot two times by the "strafing" Fyrakk ;)
I found the best way around /way 36.95, 39.24
There's a lot of elementals when you first get there, and they respawn relatively fast. However, be careful as Fyrakk *can* kill you as he flies over.
