To get the gem:
Step 1. Obtain mask that allows you to interact with vendors (they wont talk to you without it). Unlock Suramar (from Khadgar in Dalaran, "Magic Messsage" complete this questline allowing Thalyssra to become a quest giver and vendor. Thalyssra will give you a quest ""An Old Ally"" you only need to do this questline to the end to obtain the mask.
Step 2. You start in Suramar with a base Ancient Mana capacity of only 300. Any mana collected beyond this amount is simply lost.
How to fix it: Increase your maximum capacity by finding and looting certain hidden items (like the Volatile Leyline Crystal and Kel'danath's Manaflask which combined give you additional 200 for total of 500). If you mouse over Ancient mana on your currency tab, it will show you your current max capacity.

The Infinite dragons streamlined the questline down quite a bit for us, but we still need those dang jewels. Hopefully, you've done the Suramar story quests. Go to Suramar city, put on your masquerade, and then find the Sundries Merchant in the bazaar. Any of them (there's usually 3) will sell you the gem you need for 500 ancient mana. Note that you need the Nightborne masquerade effect on before you can see or purchase the gem.

Description
Lately I've been working with the ore of this land, leystone it's called. I've found its qualities to hold remarkable strength and durability. We'll need a lot of it for this. There is felslate, but that's probably too tainted for what you're looking to do with this barding. You know, I also like to adorn my pieces with something sparkly, like a jewel. I've heard that the elves of Suramar have particularly beautiful ones. Perhaps you could acquire one for this project.
