TheWoWDBSuspect the quest ID of this may have changed on live. The quest isn't currently found in the live version of wowhead's db and the flagged complete script is showing false for me, but I'm 90% sure I've done it.

You have not done it. I checked the entire Quest Path and the quest you have probably done there, was free the cage dudes for the Main Questline. This Quest was pushed back to Week 2 of 10.2. - it's the Quest that was also missing for Echo's Reputation Strat and why they had to do some supplementary Seed Farms relatively early.
If this quest isn't appearing where [object=409077] should be, head to Solarys Thonrgate (52.0, 63.7) in Amirdrassil and pick up Burning Out. It'll send you back to the location of the leaflet which should be there now.
