You have to go to /way 48.68, 67.89. and interact with the sprout there. After reviving it, you have to talk to Professor Ash [npc=208337] in the central encampment (/way 49.58, 62.80) and get the water bucket from it. After you fill the water, go back to the sprout and interact with it again, and you can give it the water.

My understanding is that every couple days, you get a quest for the sprout or Professor Ash to further the questline. On the 23rd day, you get the quest A Little Hope is Never Without Worth and the mount that goes with it.
