So the guy has only just arrived to the gardens and met its denizens, yet already giving out orders to kill living beings in it. What an ego.

Honestly this quest, combined with the entire quest chain, made me feel like Blizzard thinks we're absolutely and totally daft. I don't mind being railroaded by a quest line, it happens all the time, but this one? You just want the option to shout "Dude he's a primalist!" at the green dragons at every given turn. All he needs is a monocle and a beard two twirl, while he eats a baby dragon and goes "nya ha ha".
But instead we help this poor, concerned blue dragon, and then go all Pikachu face when he turns out to be a bad guy. Oh no.
I suspect he will be part of the rebellion/brotherhood/whatever against the valdtrakken accord. Or perhaps an old god spy... a "plant", if you will.

What to do
Description
I have noticed that these gardens have rather diverse defenses, from the dragons to the drakonid and ancients... and even the wildlife! But there is one defender that seems to have become rather too zealous in its protectiveness. It even tried to swoop at me when I arrived! And since we know something has been killing within these groves, it cannot hurt to be too cautious. Unfortunately, this creature must be slain before it can do more damage.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Emerald Tears
We may've only recently returned to the Emerald Gardens, relatively speaking, but we carry our long-lasting feelings with us. Many of us are still reeling from the death of Ysera, my grandmother. Including myself. I wish I had gotten to spend more time with her and to learn more from her.
After this quest
Taken from the storyline's own step order.
- Anchors to Life
Based on my research, I believe there's a way to reestablish Ysera's ties to the Emerald Dream, so we can bring her closer to Azeroth. When Ysera died, the Winter Queen used her own power to restore her in Ardenweald.
