For those of you trying to work out how to raise your weapon - stand in the big circle behind you (purple with gold border) and it will open up the extra action button - no amount of trying to talk to Khadgar or Modera will help you like I tried haha

For those whom are wonder, like I was, why I had to change specs to complete this quest, well each of the quest chains is specific to a single spec, and there's one for each spec for your class. The first quest in the chain specified which spec it was for. You have to complete the chain for your spec to upgrade that spec's weapon. You should have two other quest chains available (or already accepted, check your quest log), for the other two specs.

Description

{name}, without you some of the Legion's strongest agents would still be roaming Azeroth, threatening to undermine all that we've accomplished in this war. Such a deed merits more than mere recognition. If you would accept it, we would like to formally reward your heroism in the face of such darkness with a portion of our power.
