I play Windwalker specialisation but I acquired the artefact for Brewmaster (and Mistweaver) and empowered it up to Wanderer's Hardiness (35 ranks) ; at that point this quest showed up in Dalaran, but I never did the one listed as preliminary (Legion Threat: Dalaran Infiltration) ; also i'm Horde so this is not faction specific.
At the end of this quest chain you will be able to empower your artefact (A Gift from the Six) which is required to buy the appearance modification for your class mount.

Thankfully, we are not quite alone in uncovering the Legion's plots to infiltrate the city. Kor'vas Bloodthorn of the Illidari has taken to patrolling the city streets on her own to find the source behind the recent attacks. I do not entirely trust these 'demon hunters', but they have at least proved adept at their namesake. I suggest you find her and see what she has uncovered before the Legion strikes once more.
