If you want to complete this quest and don't have your Artifact weapon equipped in your bag, it will give you an error. A quick work around is to transmog your weapon to the appropriate artifact weapon. It will then let you complete the quest.
It looks like a circle on the ground. I stood in it when i took three steps back right after taking the quest.
