TheWoWDBIf you're wondering how to do this, there is a circular gust of air right in front of the altar with a beam of light shining down on it. Step into the beam and the extra action button will pop up, which will allow you to raise your weapons to complete the quest.

If you want to complete this quest and don't have your Artifact weapon equipped in your bag, it will give you an error. A quick work around is to transmog your weapon to the appropriate artifact weapon. It will then let you complete the quest.
