If you have tried standing in the column of light and not gotten the extra action button, and /reload did nothing to help, try taking the portal to Dalaran, then using the portal again to go back to the paladin Class Order Hall. The button should show up when you return to the column of light.
If you want to complete this quest and don't have your Artifact weapon equipped in your bag, it will give you an error. A quick work around is to transmog your weapon to the appropriate artifact weapon. It will then let you complete the quest.
