TheWoWDBThere's a small glowing circle on the floor that you need to stand in. When you walk into it an extra action button will appear that you click. Don't go clicking the forge like I did and wonder why nothing was happening.

After I completed this quest (during BfA), Meryl Felstorm was nowhere to be found. I couldn't turn it in!
EDIT: After abandoning the quest, retaking it, and re-completing the quest, Meryl was now where he was supposed to be and I could turn it in.
The circle shows in the middle of the room but just outside the circle was some glowy thing that I had to stand in and then the extra action bar finally showed up.
