Two things to add:
The Warlocks that are summoning Azaloth DO drop the scroll. (i actually found killing the 6 or so Warlocks in this area and then waiting for them to respawn the easiest way to get the scroll).
Second, I found out the hard way that if you have killed all the Warlocks summoning him, he will not have anything to attack, except you. I died before the elite demon hunter could show up. If you've killed them all it might be worth waiting for some of the warlocks to respawn in order to see the whole show and avoid death.

What to do
Description
The weapons are authentic, as we feared. Illidan is training demon hunters at the Ruins of Karabor and we must put an end to it. Do not be fooled by their name, {name}, their power will be used against us as often as against any demon. Their warlocks summon and subdue demons to be used as part of the initiates' training. A pit lord named Azaloth has proven too strong to be used in training and is kept banished. Find a way to let him loose on his captors. That should buy us the time we need.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Karabor Training Grounds
Our scouts have reported a massive influx of Sunfury blood elf recruits heading to the Ruins of Karabor. Normally this would represent a purely military threat, however we believe something else is amiss.
After this quest
Taken from the storyline's own step order.
- Altruis
It is rare in this day and age to hear of those who follow the path of the demon hunter. It is rarer still to find someone who does and has no allegiance to Illidan. There are rumors of one such individual here in Outland.
