I've just been landing on top of it (the head or shoulders) and dousing it. I've had no trouble. There's no guards or players ever on the roof. Of course, you can only get up there if you have Azeroth flying.
** Edit: Also, has anyone else noticed that this is slightly unfair on a PvE server? I've done this daily as both Horde and Alliance, and its definitely easier for the Horde. Granted the trip sucks either way but, the Horde's wickerman is actually IN the Ruins of Lordaeron, so you get flagged when you go in. But the Alliance wickerman is located outside of Stormwind, in Elwynn Forest. I've seen plenty of unflagged Horde just march right up, douse it, and walk off. Unfair!
Having a Flying Broom really helps us non-druids make a quick getaway.

Description
Well met, {class}. As we attempt to embrace the Wickerman ceremony, it is no surprise that the Horde would attempt to ruin our celebration. Now the prudent course of action may be to rise above the conflict and simply ignore the attacks. I admire those that take that high road, but I cannot help them. But for those that seek to strike back... I can help them. If you are interested, {class}, take this Dousing Agent and use it on the Horde's Wickerman in the Ruins of Lordaeron.
