TheWoWDBJust tried flying there with pre-BfA phase active, and it automatically phased me over to Big Sword-phase as soon as I got close to the race point (39.18, 68.54 - Silithus, 39.18, 68.75 - Silithus: The Wound). Hence, I don't think it matters what phase you're in, it will automatically swap you to the correct one for, I guess, at least the duration of the event. The map doesn't change though, just the surroundings.
Edit: OK, I'm confused now, at 38.64, 77.35 it swapped back to no sword Silithus again. I suppose it's some sort of glitch that sent me to the Wound? However, the dragon racer is still there, so it still doesn't matter what phase you're in AFAICT.

Went to the starting spot on 3.4.2025, as part of the Kalimdor Cup event, in post Legion phase (sword in ground) and the NPC was not there. Went to Zidormi, switched phases, flew back to the race NPC and they were visible.
