I made an account specifically for this issue since maybe putting this out here will someday help me and/or others with similar problems out.
I've finished the Norgannon's shell quest, flew all the way to the quest marker on the map and... Nothing.... There's no quest, no Brann Bronzebeard and the charged disk is gone from inventory.
I've tried reloading the UI, logged in and out of the game, I've flown from Frosthold, to Grom'arsh crash site and even back to the NPC's at Snowdrift plains multiple times now and nothing. When I sent a support ticket I got a generic response that I had to finish Norgannon's shell which I already had so no help there.
It's the last part of the quest chain in storm peaks and I REALLY don't want to do it all over again on another character but it looks like i'll have to...
If I find a solution I will post it here.

What to do
Description
Interesting. I don't see any locking mechanisms on the shell. That suggests to me that it may take more than just finding the other piece to combine the keystone. Take the shell back to the expedition leader, Lagnus, at Frosthold. Once he gets over his awe, he should be able to glean what the core looks like based on the shell, and maybe they can get the Frost Dwarves to help find it. I'm going to see if I can find out how to combine the two pieces. We'll catch up once we've both made some progress.
